The idea was that RSEs provide such a CITATION.cff file in their source code repository, so that others can use the metadata it contains to cite software correctly. In 2018, we presented the Citation File Format (CFF) at the 3rd RSE Conference (doi:10.6084/m9.1) as a machine- and human-readable file format to provide citation information for software, so that RSEs could get credit for their work.
